How to track a telemarketer?

I have recieved a call from 646-810-8625, they state that if I dont give them money right away (by CC or Bank Account) they will have me arrested and force me to pay ,625 instead of the 5 I “owe” Is there a free way I can find out who owns the number? How do I get law inforcement to pay attention?

646 is a cell phone or VoIP area code for NYC…

since there is no public database for cell phones or VoIP you can not obtain the information..

a collections agency would not call you from such a number, so i would say the call is fraudulent…
